The motor was marked what end was what and there isnt any way to have put the windings and shaft in backwards. The wiring is correct as i took pics of everything before i took it out.

Shrugs i dont quite understand why. I ended up finding that l1 was on the wrong cap and the other cap was bypassed outside the control box got a nice little jolt findin that one out.
